City of York Local Plan 2017-2033 – Adoption Statement
The City of York Council has officially adopted the City of York Local Plan 2017-2033 on 27 February 2025, following extensive public consultation and independent examination. The Local Plan provides a comprehensive strategy for the development and use of land in the city up until 2033, setting out policies that will guide future growth and investment.
The adoption of this plan follows five phases of public hearings, conducted by independent Inspectors Simon Berkeley and Paul Griffiths, which took place from December 2019 to March 2024. After a thorough examination process, the Inspectors confirmed that, subject to certain main modifications, the Local Plan is sound and legally compliant. These main modifications, along with some minor additional changes made by the Council, have been incorporated into the adopted Local Plan.
What does the Local Plan cover?
The City of York Local Plan sets the overall vision for York’s development up to 2033, addressing key areas such as:
• Housing and Employment: Identifying land for new homes and jobs.
• Transport and Infrastructure: Planning for improved transport links and infrastructure to support growth.
• Environment and Sustainability: Promoting sustainable development that respects York’s heritage and natural environment.
A Policies Map accompanies the Local Plan, providing detailed zoning and land-use allocations across the city.
How to View the Local Plan

For those who prefer to review a hard copy, these documents are available by appointment at the Council’s West Offices, Toft Green, York YO1 6GA, Monday to Friday, from 8:30 AM to 5:00 PM.
What to Do if You Wish to Challenge the Local Plan
Under the Planning and Compulsory Purchase Act 2004, individuals or organizations who believe the Local Plan has not complied with legal requirements or falls outside the appropriate powers conferred by the Act may make a formal challenge to the High Court.
Any such application must be made no later than 11 April 2025.
